Is very easy if you have a current Temporary Import Certificate. The entire process happens at the ferry crossing which is located at the end of the main street in Chiang Khong. There is no need to visit the Customs office that is at the other end of the main street.

My experience here unlike Nong Khai, did not require any additional declaration forms, it was just a case of surrendering the Temporary Import Certificate to the Customs officer at the office on the far left near the loading ramp.
You then visit the Immigration office next door and get stamped out of Thailand.
Opposite Immigation is the Ferry office where you pay the 500 baht ferry crossing fee. You then line up with the heavy trucks for the trip over to Laos.

On the Laos side you ride up the ramp where you can park halfway up and walk back to the opposite side to Laos Customs where I submitted a copy (an expired copy as a do not have my current renewal) of my overseas ownership registration and my passport. They gave me a month stay for 100 baht.
Then ride up to the main street where down a narrow laneway on the RHS is the Immigration on the LHS. You will need one passport photo and they then stamped me in for one month. Visa cost is mainly $30 US or 1300 baht.
Grab some cheap Insurance at one of the shops as it is compulsory, on the way out of town or back at the ferry ramp and you are on your way.

I had a pooying Thai with me and her process was very simple. An exit stamp at Thai Immigration and a one month Laos stamp at Laos Immigration. No cost for her thanks probably to the ASEAN agreement, she did not need a Visa so no photograph was required.

Hope that helps someone as sometimes border crossings can be confusing.
