A few photo's of one of the Tai Yai ghost/ spirit festivals that are held at Sripoom Corner periodically. There seems to be about 3 or 4 of these festivals annually.

I've heard that they have a festival period where they chuck water left, right and center in Chiang Mai - is this part of that?
 
No the water (ice, powder, etc,) throwing happens during the celebration of the traditional New Year (Songkran) from about 13-17 April each year. Similar things you will find in Laos, Cambodia, Myanmar, etc.
