The rider should have one-upped the sergeant... and asked for the Duty Officer to attend as well, given the resources deployed at the site.

They have passed the same law in Canada, well in western Canada for certain. You can be enjoying your 3,000 km ride across northern BC, on route to the Yukon and Alaska, only to be given a hefty fine if you decide to stretch your legs whilst moving. Also if you decide to crack your visor open, while not wearing sunglasses, that is going to cost you big bucks if the RCMP see you. Though honestly it rarely happens in rural areas, but does in the large city - yet in small town BC riding your cruiser isn't cool unless you have bare arms and unprotected hands. Without your little beanie helmet, or any helmet, though you will get police attention instantly - yet helmets are law on a bicycle though that law is never enforced.

The laws that are seemly randomly picked for enforcement remind me that Canada and Thailand really are not that different. Or same same but different

In OZ, no bum on seat illegal, same not foot on footpeg.
Seems NSW has adopted lane filtering though beginning July.
