Well, your photos do show that they are closed but the opening ceremony was on Thursday 23 August and the header in the news (:: KPL :: Lao News Agency) indicates that they are supposed to be open for the public:

Vientiane fountain opened for public

(KPL) An over 10-billion kip reconstructed fountain, located in heart of Vientiane Capital, Xieng Ngeun village, Chanthabouly district,Vientiane Capital was officially opened for public on 23 August. The opening ceremony was attended by Deputy Prime Minister, Mr. Somsavat Lengsavad, Minister of Information, Culture and Tourism, Prof, Dr. Bosengkham Vongdara and Vientiane Mayor, Mr. Soukanh Mahalath and other high-officials.

Vice Director of Asia Investment and Finance Service Company, Mr. Pheutsapha Phoummasack said the renovation project of fountain area began studying in 2009 as the result the renovation work kicked off at the end of 2011. The fountain is designed to be a tourism centre, a public relaxing during free times and welcoming for the 9th ASEM on November. The Asia Investment and Finance Service Company was granted for 30 years concession on a total area of 4,000 square metres. Nam Phou has a history of more than 100 years during French colonialism, the area as was designed as a fresh market before being developed in to a fountain 50 years ago.

The format used by the original poster was DDD (dd.ddddd) or Decimal Degrees. The other formats are Degree Minutes (DMM or dd/mm.mmm) and Degrees Minutes Seconds (DMS or dd/mm/ss.s). Easy to convert to other formats and back using the method in the picture below:

The Highland Bar

Another plug for the Highland Bar in Vientiane. Good food, cold beer and very nice sunsets along the Mekong. The Bar/Restaurant is located at coordinates N17.96672 E102.59106 (see map below)



With some luck you have these kinds of sunset looking over the Mekong (picture by "The Big Fellah")

Ray's Grille

Apparently best Philly cheesesteak sandwiches and burgers in town. Enjoy it with a cold Beer Lao or with one of their imported micro-brew beers from the US. Owned by an American guy who is the main cook and the cashier so at peak times it may take some time to either get your food or get the bill. Delicious food albeit a bit greasy at times so not really a place for the health conscious people.

Located at N17.96716 E102.60191 on Sihom Rd close to the junction of the Souvannavong (Luang Prabang) Rd. with Setthathirat Rd. and Khoun Boulom Rd. or have a look at the map below

Pizza da Roby also known as PdR

Located along Sihom Rd. which in itself is becoming a bit of a backpacker place, Pizza da Roby located at the western end of Sihom Rd. at N17.96882 E102.60012 serves what quite a few people call the best pizza in Vientiane. Besides pizza's (whole pizza, pizza by the slice or specialty pizza's) they also have other Italian food on the menu.
