Thai guy told me today that if caught on bike without excise tax doc they can confiscate or penalty of 30%.Anyone know anything

Heard the same from 2 Thai XR250 owners, without excised document the bike can be confiscated. They also mentioned that the confiscation authority is not with the police but with the officers of customs department?
