Typical, did you never see the video of a small child run over by a small truck? Same thing.
The issue is legal! If you try to help and something happens the helper is liable.
That and the fact that the Communist regime of the past have a.o. eradicated empathy for other people.
Maya is easy to find in PR China but not much Metta around!

That's pretty much the same in the UK, people are encouraged to do first aid courses as part their H&S but are very reluctant to put it into practice for fear of counter claims
