Not sure what this is all about but Phongsali is the northern most province of Laos. In case it is about the Laos paper map, Phongsali is at the backside of the map together with South Laos - I could have fitted it at the map part showing North Laos but then the scale of the map would have been 1 : 1.200.000 instead of 1 : 1.000.000
