"I have just learned that the Hmong leader, Moua Toua Ter, pictured here, who I photographed ten years ago, is in the Bangkok Thai Immigration Jail and is expected to be handed over to Lao Authorities tomorrow (25th March 2013) where his future will undoubtedly be jail or worse. I'm not sure what, if anything, can be done to postpone this action long enough for him to have an audience with the UNHCR but if anyone reading this can help in any way you would be helping to save this man's life"

It has been allegedly accused that on July 3, 2008, around midnight in Thailand, Moua Thua Ter, a former resistant leader, murdered a Hmong woman by the name of Tria Cheng and attempted to murder four of her children.


Based on the information received, Moua Thua Ter's relatives in Huay Nam Khao arranged the marriage for Ms. Tria Cheng and Moua Thua Ter in early June of 2008. Moua Thua Ter's new name is now Chuhu Moua and lives in Tak Province. They claimed that if she married Moua Thua Ter, he would take her and the children to Bangkok for a UNHCR's interview to for third country resettlement. That's was the reason why she decided to take her four children and left the camp to marry him in Tak Province.

After finding out that the story about going to Bangkok for the interview was not true, she changed her mind and wanted to leave Moua Thua Ter. She said he was too old for her and want to return to the camp. He told her and her children that if she did not marry him, he would take them back to Huay Nam Khao.

Moua Thua Ter and two other men by the names of Wa Thao Vue, the driver, and
Chong Moua drove the family out of the village. Moua Thua Ter asked Ms.
Tria Cheng to repay the 6,000 Baht, bride price. She did not have the
money and said that she would ask her brother to pay him once they got back
to Huay Nam Khao. Suddenly, Moua Thua Ter struck the oldest child, Chong
Cheng, 15, with a stick resulting in a big cut. Ms. Tria Cheng shouted at Moua
Thua Ter, attempting to stop him from hitting her child. Moua Thua Ter
turned around and struck her in the head with the stick. She slipped out of
the vehicle and ran away. As Moua Thua Ter and the men chased after Ms.
Tria Cheng, the children ran away. While hiding, the children heard the
mother scream out loud, "Mother, help!" Then it was quiet.

In the morning, the children returned to the location where the incident
happened and found that Moua Thua Ter and the men were still there. They
were afraid to go near the men and asked from afar the whereabouts of their
mother. Moua Thua Ter told them that he had already took the mother home
and have come back to get the children. Unable to convince the children,
the three men chased after the children with knives.

Fortunately, two military trucks from Myanmar came by. As the children cried
for help, the trucks stopped. The drivers saw that the men were coming
after the children. They asked what happened and who the men were. Moua
Thua Ter told the soldiers that he was the father of the children and wanted
to take them back home. The children refused. The soldiers told Moua Thua
Ter that he would have to come to the police station if he wants the
children.

When the children arrived at the police station, they informed the Thai
authorities of the incident and took the authorities back to the location of
the incident. They found Ms. Tria Cheng decapitated. The children believe
that Moua Thua Ter attempted to murder the whole family instead of taking
them back to Huay Nam Khao.

The Thai authorities are currently searching for Moua Thua Ter, Wa Thao Vue,
and Chong Moua. It also has been reported that the Moua relatives in Huay Nam Khao have left the camp after the news of the murder. I have been told that the relatives who arranged the marriage for Ms. Tria Cheng and Moua Thua Ter are Chong Vang Moua and Toua Moua, the oldest son of Pachai Moua. Pachai Moua was the former camp leader in Huay Nam Khao.

Ms. Tria Cheng leaves behind four daughters: 15 year old Chong (Choo), 14
year old Tzeng (Ntxhee), 10 year old Xay (Ntxheb), and 8 year old Nzoua
(Ntxuam).

The children are requesting that the law enforcement take this case
seriously and demand that Moua Thua Ter, also known as Chuhu Moua, and his
accomplices be brought to trial for the murder of their mother.

Note: the girl that reported the incident to her uncle in Huay Nam Khao was Tzeng (Ntxhee) Cheng, 14. She identified the man who murdered her mother and injured her sister was her new father, Chuhue Moua aka Moua Thua Ter, the man that miss limb-an arm.
