Singaporeans caught up in the 2 land border entries per year new law

Malaysians are exempt, but Singapore passport holders will only be allowed 2x land border crossings into Thailand per calendar year with visa exempt entry. Presumably they can get a Thai tourist visa?

Going to Laos and Cambodia will have to be done over the year end?
