Last week there was no Duty Free there on Laos side, only a couple of tuktuks to take you into Huay Xei OR bus station, (2 different places), and noone to tell you where or how you could get anywhere
IIRC there used to be minibuses in Huay Xai to take you to Luang Namtha/Oudomxai/Luang Prabang on a nice great surface twisty road, now there are only a couple of big old slow local buses a day
