The 6th Annual Elephant Festival will this year be held in Xayaboury from 16-19 February 2012. More information is available from their website: http://www.laoelephantfestival.com/

Never been there as work interfered. Friends who went there mentioned it was worthwhile to go but maybe not for the whole festival but just for a day or so. Anyway, Xayaboury is easy to reach. Cross the border north of Nan (visa on arrival available), drive to Hongsa (probably dusty although they have started paving the road) and from Hongsa to Xayaboury all pave roads. Plenty of hotels and guesthouses in Xayaboury and there probably will also be organized home-stays. Pity that the program is not yet on the website so you can choose which day will be of most interest (probably the last day I guess when normally there is a big parade of all the elephants.
