The Carnet allows travelers to temporarily import their vehicles, or other items of value such as broadcasting equipment, without having to leave a cash deposit at the border. It is, in essence, an international guarantee for payment of customs duties and taxes to a government should the vehicle or item not be re-exported from that country. Persons who temporarily import their vehicles or items into countries where the Carnet is required must agree to obey the laws and regulations of that country and particularly the conditions of temporary importation.

The Carnet contains relevant information about the items or vehicle – make, model, colour, engine capacity, seating capacity, registration number, owner and value.

In order to obtain a Carnet, the owner of the items is required to provide a security based on the age and market value of the items. Generally three types of security are acceptable from motoring organizations:

Interestingly you do NOT have to return to the point of origin to close out a Carnet De Passage and get your cash bond (you can do the Carnet as an insurance bond now too) refunded. You only need to have a country exit stamp as the last dated stamp on the Carnet De Passage to close out the Carnet De Passage.



For instance, lets say you had a foreign registered motorcycle in Thailand, on temporary import. Thailand doesn't require Carnet De Passage to qualify for temporary import, so no need to have one. Fees equate to around USD $375 a year while a Carnet is active.

Let's say your foreign registered motorcycle is in Thailand on temporary import & you wanted to go ride it in India & Tibet. You could obtain a Carnet from a ATA licensed Carnet De Passage issuer, set up the bond etc & take the bike to India & Tibet. Once finished there & the exit stamp from India is on the Carnet, you bring the bike back into Thailand, you don't stamp the Carnet on entry into Thailand (no Carnet is needed for temporary import into Thailand) & because the last stamp on your Carnet document is an exit stamp from a country, the ATA Carnet issuer will release your cash bond or cancel the bond insurance.
