Nothing new, over here they get them illegal dodgy bikes of the roads and run over with bulldozers / tractors shown on domestic media all over the country for decades.
Current ongoing massive traffic violation crackdown (started 25/03/2016) gets all the illegal dodgy bikes / owners around Shanghai municipality pretty worked up and numbers of dodgy illegal bikes decreasing very quickly...

Traffic crackdown yields US$19m

Fines totaling 125 million yuan (US$19.3 million) have been issued since the start last month of a citywide crackdown on traffic violations, a senior police official said yesterday.
Since March 25, 790,000 cases have been handled, which is about twice as many as in the equivalent period of 2015, said Yu Lie, deputy director general of the Shanghai Public Security Bureau.
A total of 729 people have been punished for "severe violations" — such as interfering with police business or using counterfeit license plates — and could face criminal charges, he said, adding that 285 such offenders have been detained by police.
During the crackdown, police will have "zero tolerance for traffic violations," he said.
The campaign has not been without cost, however. In the past month, 168 officers and 13 police assistants have been assaulted while trying to carry out their duty, Yu said.
About 14,000 police officers, and more than 20,000 auxiliaries and volunteers are involved in the campaign, he said.
As part of the long-term effort to combat traffic offenses, an additional 18,000 surveillance cameras will be installed across the city, Yu said, adding that officials are also seeking a change in the law so that people who are punished for traffic violations also receive demerits on their credit records.

Still might be able to get away with dodgy illegal motorbikes and e-scooters in one of the backwater provinces but the days in the larger cities are definitely numbered.
Shanghai confiscates hundreds of e-scooters all over the city during the the last few weeks, good riddance.... nuff said'.....
Mate, same here, once legal motorbikes getting modified with larger illegal engines, etc. or stolen / sold on, fake vehicle documents and become illegal dodgy bikes, same story ~ just a different country in the end....TB, the big difference is those are not dodgy illegal bikes, they are legal bikes (not on the roads I agree, but on closed tracks)...
99.9% sure those are "wheelie boyz" bikes. For those that don't know them, they are a bunch of retarded "black" people stealing dirt bikes and riding them in their neighbourhoods:

So what he is saying is totally stupid, "selling them would put them back in the same hands" doesn't make sense as they only steal bikes and would never pay. The right way to solve this would be to return the bike to their rightful owners...
