Got this from Mac and although it might not be applicable for Thai registered vehicles it is in my opinion not good news in general nor for Lao people who just want to go shopping in Nong Khai or at other border crossings. More info here: Bangkok-post

Drivers of these foreign registered vehicles must buy a registration sticker, costing 500 baht for a car and 200 baht for a motorcycle, and pay surcharges depending on the purpose of their visit. Those using the vehicles for tourism must pay a 500-baht surcharge, while those coming in for other purposes will face a 2,000-baht surcharge.

Thai Driver License Fees
Thai drivers will also face fee increases. The deputy minister said the cabinet has approved increasing the fee for a one-year provisional car driver’s licence from 100 baht to 200 baht. The licence fees for a three-wheel automobile and a motorcycle will rise from 50 to 100 baht.

I can see why a country would want to raise revenue this way but in light of the opening up of ASEAN (2016?) it seems counter-intuitive.

Just came over the border with a Chinese plated car 2 days ago at Chiang Khong and can confirm that we did had to pay a 500 B fee to the imergation guy and was not give a sticker or paper work to say what this fee was for ?
Its the first time for me with a car normal I ride over so I just consider it was 1 more Thailand con.

I think we need to thank the Chinese flow of cars coming over from China for this I must of seen about 300 Chinese cars past me on the road from China to Thailand but heading back to China in just 3 hours .

you work out the number per day per week per year with just using 100 cars a day x 500 B !!!

Prince666, at least Thailand is allowing Chinese cars into Thailand easily and at reasonable costs, how hard and expensive is it for Thai plated cars to enter China?

Yes it's all one way with the Chinese government but I did see a few Thailand plated mini vans and pick up trucks on the Chinese side but not sure how hard it is to do and at what cost?and these vehicle was not on a Organised tour ?
But I hope this trip to take my CRF out of Thailand and head to the border to find out ! I have a visa I have Chinese DL and I can sort out Chinese motorbike insurance so give me a few months and I find out and report back here on RA

I'm guessing the 500 baht fee was for the immigration escort over the bridge and not the new surcharge which has yet to be put in place, it's only in the planning stage right now plus it has not been made clear if it's a one off charge for the sticker and pass or each crossing which will help rake in more money for the immigration guy's

You would be correct if I was on a bike or I was leaving Thailand !! But I was in a car Bob and all ready over the bridge !!
and the cost is to much of a coincident With the cost of 500 B to not have something to do with the new charges !
The cost when I left Laos for the car to cross the bridge was about 50 B paid in Kip !! And unlike motorbikes you just drive across no escort !
So I am not sure Bob ! all I can do is tell you what I Paid and when !!

I paid 500 baht for the escort from Thai to Laos. 1000 baht from Laos to Thai.... That was last year and I was alone and riding... No choice as I want to venture out...

Let's just ride....

This new rule will come into force soon but will be way more restrictive than just charging 500 Baht and another 500 for a temporary number plate. Advance notice needs to be given 10 days before, a temporary driver's licence and traffic orientation will be required if not holding a valid international driver's permit (so this means Chinese drivers), meanwhile travel outside of the border province entered will not be permitted except if travelling with a guide.

It will NOT be applied to Lao, Malaysian and Singaporean vehicles with which Thailand has a pact on cross border traffic.

It will also NOT be applied to local Cambodian and Burmese vehicles driving in the border areas that cross the border regularly.

It will obviously NOT be applied to Thai vehicles as they are locally registered.
