I had read in some places that this was no longer necessary, but as I had to renew my tax and insurance I thought I might as well ask. The answer was a 'yes', '40 Bht please, come back in a week to collect' and the usual faffing between counters.
PITA really as I already have one but they are only valid for one year even though nothing in the documentation has changed. Still, might save some time sweating at the border.

Are you talking about the 1 page English translation of the green book, or the small purple ITP - International Transport Permit - that is a passport issued for vehicles?

AFAIK, they stopped issuing the purple passport for bikes a few years back.

Yes, I think that is what has caused confusion. Don't know how much of a problem it would be not having it or trying to use an old one but as I was there anyway it seemed sensible to get one.
