We had Santa contact us from Lapland in early November, 2016 about getting a Thai foreign entry permit for his sleigh. We contacted Thai DLT and they decided with under 9 seats & no toilet, he would be approved under the special circumstances clause. Luckily Lapland has 1949 International driving permits, so he didn't need a Thai temporary tourist driving license upon entry into Thailand.
A went well, he came and has already cleared out of Thailand.
