*Kasy has started relocating to its new site *
Vientiane Times, 21 Aug 2012
The relocation of Kasy, the main town in Kasy district, Vientiane province, has begun using funds provided by the government.
The government has already spent about 60 million kip to build one of the nine dirt roads to the new site this year. After all nine roads are completed it will build a highway to the new area.
The new site will be on Road No. 13 North beside the Lik River. According to district officials, it is expected that it will take almost 15 years to build the new town, at a cost of more than 800 billion kip.
For the time being, however, it is expected that the total funding for the relocation will be about 500 billion kip because the government has a limited budget.
“The budget from the government is actually enough to complete the relocation of the main town because private homes will not be relocated to the new site,” Kasy district Governor Mr Bounsone Phetlavan told Vientiane Times on Monday.
He added that the Kasy District Administration Office, organisation agencies and markets will be relocated to the new site.
He expected that occupation of the new site would occur in 2015.
The bus station will remain in its present location, however, to facilitate transportation along Road No. 13 North.
The government has approved the relocation of the town to address traffic congestion and other developmental issues.
The new site is about 2km away from the original location, and relocation is necessary because its current position is unsuited to socio-economic development plans.
The present location does not fit with the regulations of the Lao government. The town's layout is the cause of much traffic congestion in the area, he explained.
He added that district authorities working at the Kasy District Administration Office are often interrupted by excessive noise from outside.
A lot of this noise comes from the market and bus station, both of which are located next to the office.
“Our officials often suffer headaches due to the noise, so the new office will be located in an area without a market or bus station nearby,” Mr Bounsone said.
Some traders are a little worried about the impending change and are particularly concerned that the new market may not operate as well as the present one, as it will no longer be next to the bus station, Mr Bounsone, said.
