From what I can make of this news report there are currently plans to build a major temple complex on the lake.
The designer wants to have the project accepted and completed before he dies.
He wants it to be inspired by but better than Wat Rong Khun (the White Temple in Chiang Rai).
However, during meetings in Phayao, it seems that this is not a popular idea with the locals.
