    Well, your photos do show that they are closed but the opening ceremony was on Thursday 23 August and the header in the news (:: KPL :: Lao News Agency) indicates that they are supposed to be open for the public:

    Vientiane fountain opened for public

    (KPL) An over 10-billion kip reconstructed fountain, located in heart of Vientiane Capital, Xieng Ngeun village, Chanthabouly district,Vientiane Capital was officially opened for public on 23 August. The opening ceremony was attended by Deputy Prime Minister, Mr. Somsavat Lengsavad, Minister of Information, Culture and Tourism, Prof, Dr. Bosengkham Vongdara and Vientiane Mayor, Mr. Soukanh Mahalath and other high-officials.

    Vice Director of Asia Investment and Finance Service Company, Mr. Pheutsapha Phoummasack said the renovation project of fountain area began studying in 2009 as the result the renovation work kicked off at the end of 2011. The fountain is designed to be a tourism centre, a public relaxing during free times and welcoming for the 9th ASEM on November. The Asia Investment and Finance Service Company was granted for 30 years concession on a total area of 4,000 square metres. Nam Phou has a history of more than 100 years during French colonialism, the area as was designed as a fresh market before being developed in to a fountain 50 years ago.

    The format used by the original poster was DDD (dd.ddddd) or Decimal Degrees. The other formats are Degree Minutes (DMM or dd/mm.mmm) and Degrees Minutes Seconds (DMS or dd/mm/ss.s). Easy to convert to other formats and back using the method in the picture below:
